Windows Azure Workflow: Could not successfully create management Service Bus entity 'WF_Management/WFTOPIC'

The problem has to do with the runas user you specified when creating a new Workflow Farm.  First of all make sure you read this article which specifies the required configurations for the account you use.

Also make sure you use the fully qualified name for the runas account: user@domain.com
